It's an unbelievably stupid policy, some would even say crazy, because the real owners scream to high heaven when their names appear on TV, or pop up on a terrorist watch list, or even worse, they actually get investigated by their country's authorities. The tactic was probably kept in place because institutions like the Mossad are operationally conservative and they continued to implement the practice, no matter how stupid or bone headed it appeared to be at the time, so long as it was perceived to be successful from their point of view. Whoever got them to adopt the policy of copying innocent travelers passports to supply fake identification to their agents and patsies abroad, or how such operational procedures were created is still a mystery, and although one would be extremely hesitant to call this tactic "successful", it at least did not seriously compromise or damage Israeli intelligence operations until Israel's incredible three-stooges, key-stone-cops, "Debacle in Dubai" moment. An operation which was so monumentally over the top, so blatantly embarrassing, so unbelievably stupid, and one which caused so much international outrage and public attention, that many governments "friendly" to Israel were finally forced to openly demand they discontinue their decades long practice of copying other citizens' passports.
