He's upset because the Magna Carta in section 61 allowed the English Barons to uphold their rights to fight against any Royal tyranny through the use of force.  Well, how else would they do so, use harsh language as the King's, oftentimes foreign mercenary troops, come bearing down on them to steal everything they have including their lives?

One doesn't even dare contemplate what Tarpley thinks of lowly peasants actually defending themselves against Royal (or State) tyranny by the use of force, as is guaranteed in the 2nd Amendment of the United States Constitution. 

It appears Tarpley believes the King, or the State, can slaughter tens of millions of people at will and it's morally repugnant to him that they'd have the enumerated right to possess the ability to defend themselves.
