banking assets.
6. Banks will then lend to businesses.

This is the Keynesian version of
what used to be ridiculed by liberals as trickle-down economics.
It is hailed today as the solution to the credit crisis. The $700
billion bailout of the banks in the United States and the weekend

largest Keynesian stimulus package in history. But it was a stimulus of

best companies, with good balance sheets, in growing markets (not

been depressed below their book value. Than stick those stocks
into their national pension fund. Normally governments investing
in anything can be a bad idea, but the RTS has been depressed below
60%, possibly because of speculative plays by foreign shorts. If
the Russian government sticks to value investing, picks very carefully
and isn't monumentally stupid or corrupt (same thing) they can not only
force the speculative shorts out (within reason, this move should only be to acquire stocks
at devalued prices while pricing in for the possibility of a severe
world wide recession and not to impose a short squeeze), they'll have
