Absolutely NOWHERE in the 14th Amendment (Sec. 1) to the United States Constitution does it state you need "paperwork" to become a citizen.  It does however state quite clearly that......"All persons born ~ in the United States ~ are citizens of the United Sates and of the State wherein they reside."

It also states...."No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States"

Texas can close their borders to immigration if they want to.  They can deport pregnant illegal mothers if they dare to, since such an act would be barbarous, cruel and potentially dangerous for both mother and child.  They can call a constitutional convention to try to repeal the 14th amendment if they want to.  They can even succeed from the Union if the don't want to abide by the terms and provisions as set forth in the constitution, including those in the 14th Amendment -- This website editor would support them.
