The very FIRST order of business is that the Banksters get booted from their jobs, the institutions they run be placed into receivership / temporarily nationalized, the debts be discharged as best they can be, and that wealthy individuals who own shares in these institutions be forced to take a substantial hair cut!  Then and only then should the EU member states conduct a work-out plan for the remaining sovereign debt. 

A plan that could conceivably include Euro bonds, ZIRP for the sovereigns' debts, a plan to pay back or at least reduce these debts using a reasonable time-table, and limited austerity measures regarding the future growth of governments in the EU.
